This looks like the uncommon Asteromyrtus symphyocarpa (synonym: Melaleuca symphyocarpa; common name: Liniment Tree; Family: Myrtaceae) that was planted at HortPark's Water Garden. The strange but very unusual inflorescence and yellowish flowers are a sight to behold.
