I was given the name Banksia spinosa for this interesting leaved plant. But after some googling, I couldn't find such a species and it could be a dwarf form of the Banksia spinulosa (common name: Hairpin Banksia; Family: Proteaceae) instead.I guess I have to wait till it flowers to confirm its identity.
